A Red Bank bungalow would be replaced by a modern three-story home overlooking the Swimming River under a plan approved by the zoning board Thursday night.

Meanwhile, the owner of a postage-stamp-sized lot will have to wait to find out if a neighbor makes a purchase offer before he can proceed with his plans for a new house.

After hearing nearly three hours of testimony and comments about a request to subdivide a riverfront lot, Red Bank’s zoning board was locked in indecision Thursday night.

For a while, none of the board’s members stepped forward with a motion to approve the request concerning 70 Locust Avenue. And when a motion to instead deny eventually emerged, it failed, leaving the plan in limbo.

A supersized convenience store and gas station proposed at one of Red Bank’s busiest intersections is scheduled to go before the borough zoning board Thursday night.

With no residential neighbors directly impacted, the board’s consideration of variances may turn on matters related to traffic impact at a crossing where motorists typically sit for three minutes or more waiting for a green light.
