Red Bank’s elected officials will be asked to authorize an “emergency” trash contract this week after no bids were received for a longterm pact, redbankgreen has learned.

At its final scheduled meeting of 2014, the Red Bank council killed a $2.2 million bond ordinance to pay for new water meters amid warnings that a shortage of existing devices could delay new construction in 2015.
The council also:
• approved a new labor agreement covering nearly half the municipal workforce
• extended a moratorium on fees some developers have to pay for parking deficiencies.
• bid adieu to one of its own members
• and honored a newly-retired librarian who had been the borough government’s longest-serving employee.
The U.S. Army Corps of Engineers has awarded a $1.8 million contract for the dredging of the Shrewsbury River boating channel, with the spoils to be used to build oceanside dunes in Monmouth Beach.
Getting the 54,000 cubic yards of dredged sand and gravel onto the beach will involve “hydraulically pumping the dredged material .. via pipeline that runs across the peninsula at Seacrest Road from the bay side, under Route 36 by means of directional drilling, over the seawall and directly onto Monmouth Beach,” the agency said in an announcement. More than two years into a drawn-out negotiation process, including almost a year-and-a-half of slow-paced mediation, Red Bank Regional High’s teachers’ union and the board of education were once again face to face Thursday night.
The first bargaining session in months, held behind closed doors following a regular board meeting, capped a rather dramatic couple of weeks in which teachers gathered several times in silent displays of unity at morning drop-offs of students.

A revised contract between Red Bank and borough employees represented by the Communications Workers of America ends a request for mediation sought by the union.
Salary steps will be adjusted for both 2012 and 2013, meaning some of the boroughs 71 CWA Local 1038 employees will receive pay raises retroactive to January of last year.
A tentative contract with the collective bargaining unit representing Red Bank police calls for three-percent pay raises this year and next, borough officials said Tuesday night.
The terms of the proposed pact were approved by the borough council in a brief public session following an extended one behind closed doors.
The contract now goes back to Policemen’s Benevolent Association Local 39 for approval, after which the council would vote on it.

Red Bank’s council is expected to introduce a proposed labor contract with the Police Benevolent Association at tonight’s meeting.
It had better, lest it risk the ire of Councilman Art Murphy III. The council’s liaison to the police department was furious that the tentative pact wasn’t ready for a vote last time the governing body met, on August 24.
Council members Michael DuPont, Ed Zipprich and Juanita Lewis heard details of the contract in a closed-door session Monday night before approving it in open session.
Red Bank officials last night approved a collective bargaining agreement that will boost the hourly pay of blue-collar and clerical workers by three percent.
Because the raises will be paid only for the second half of this year, Mayor Pasquale Menna said the bump was effectively 1.5 percent for the 70 or so affected workers.
