HOT-TOPIC_03The agenda for Wednesday night’s bimonthly meeting of the Red Bank Council is a busy one, with a handful of proposed changes to borough laws.

Here’s what’s on the draft agenda.

2015-02 An Ordinance Amending and Supplementing Chapter IX, “Licensing of Taxicabs.”

The proposal would increase the number of available licenses to 50, from 45, but would limit any person or company to 15 licenses. It also institutes a criminal background check for prospective drivers.

2015-03 An Ordinance Amending and Supplementing Chapter V, “Animals,” Section 5-1 “Dogs,”of the Revised General Ordinance of the Borough of Red Bank.

This would create a new set of laws concerning animals that are struck by vehicles, tied up outdoors, and left outside in bad weather.

2015-04 An Ordinance Amending and Supplementing Chapter XII “Open Housing Practices; Rent Control; Protected Tenancy,” Section 12-2 “Rent Control” of the Revised General Ordinances of the Borough of Red Bank.
This creates two alternate positions on the rent leveling board. Here’s the full text: RB 2015-04
2015-05 An Ordinance Amending and Supplementing Chapter VIII, “Parking Lots and Handicapped Parking Spaces,” Sections 8-2.3, “Installation of Parking Meters” and 8.24 “Operation of Parking Meters”, Schedule I, SectionB-Street Meters.
This would authorize the town to charge for parking along the stretch of Monmouth Street west of Maple Avenue and on portions of Bride Avenue, where there are now two-hour limits. To the chagrin of some business owners in that area, the council has already authorized the purchase of pay stations for installation there, as reported by redbankgreen.

2015-06 An Ordinance Amending and Supplementing Chapter VIII, “Parking Lots and Handicapped Parking Spaces,” Schedule II, Permit Parking Zones.
This eliminates the “Great Swamp Lot,” also known as the north end of Maple Avenue, [Correction: Great Swamp refers to a lot between Wallace and Mechanic streets] from the paid-parking zreas of town.

Finally, this one’s up for second reading and likely final adoption:

2015-01 A Refunding Bond Ordinance of the Borough of Red Bank, in the County of Monmouth, New Jersey, Providing for the Refunding of all or a Portion of the Borough’s General Obligation Bonds, Series 2007, Dated July 15, 2007, Appropriating an Amount Not Exceeding $5,400,000 Therefor and Authorizing the Issuance of Not to Exceed $5,400,000 General Obligation Refunding Bonds of the Borough of Red Bank for Financing the Cost Thereof.

The ordinance would not authorize $5.4 million in new debt, according to Councilman Mike DuPont, who chairs the council’s finance committee. Rather this is a refinancing of existing debt at more favorable rates, thanks to a bundling with debt of other towns in central New Jersey, he said.

Borough Chief Financial Officer Eugenia Poulos says the move will save the borough $267,000 in debt service over the life of the bond, which will be paid off in 2022.

The meeting begins at 6:30 p.m. in the first-floor council chamber at 90 Monmouth Street, corner of Maple Avenue. Here’s the draft agenda: RB Council 022515
